Linnette Phillips

Deputy Director of Economic Development, City of Flint

Linnette Phillips is Deputy Director of Economic Development for the City of Flint with a focus on small businesses, workforce development and creative industries. She has worked in economic and business development for the State of Michigan, the Michigan Economic Development Corporation and in her own company; Project Concepts, LLC.

Ms. Phillips has over 20 years of experience as a seasoned financial and business analyst and project manager. She has worked with several small businesses, financial entities, community organizations and government agencies to enhance business and economic development. She has been instrumental in assisting with business start-ups, expansions and connecting them to resources. She has worked with community organizations in enhancing best practices, securing financing and forging partnerships and collaborative activities.

A native of Flint, Michigan and from a family of entrepreneurs, Ms. Phillips earned a Bachelor of Science Degree from Michigan State University in Package Engineering and a Master of Business Administration in Finance and Strategic Planning from UCLA. In addition to Michigan, she has lived in Indiana and California.
